Changeworks has signed a strategic partnership agreement with Built Environment – Smarter Transformation (BE-ST) with the aim of accelerating and improving retrofit in Scotland.
The agreement will support ongoing collaboration between the two organisations throughout 2024 and beyond.
This strengthened partnership comes at a crucial time for the housing sector. In the face of the accelerating climate crisis and increasing living costs, it is more important than ever to improve the energy efficiency of housing across Scotland for affordably warm, sustainable homes.
The agreement sets out the intent for Changeworks and BE-ST to collaborate across a range of activities that will deliver transformational change in the decarbonisation of Scotland’s homes. These activities will include supporting the delivery of events, sharing market intelligence, partnering on strategic projects and industry specific research.
The partnership will also focus on developing skills opportunities and supply chain capability in the construction sector. This will help to accelerate the pace, scale, quality, and efficiency of retrofit solutions in Scotland as the country works toward meeting net zero targets.
Changeworks is Scotland’s leading environmental charity, delivering solutions for low-carbon living. It works with organisations to improve energy efficiency of housing, reduce fuel poverty, and inspire low-carbon behaviours. Changeworks’ strategy has one sole focus: decarbonising Scotland’s homes.

BE-ST is Scotland’s national innovation centre for construction and the built environment and a UN Centre of Excellence for high performing buildings. Its mission is to accelerate the built environment’s transition to zero carbon through a wide range of collaborative projects, programmes, platforms and partnerships focused on delivering tangible impact at pace.
Together, the two organisations will develop opportunities to accelerate the decarbonisation of Scotland’s built environment. Central to this aim are the principles of fair work, wellbeing economy, and just transition, which will underpin a construction sector delivering high quality, affordable, and well performing solutions to people in Scotland.
