Enabling energy efficiency and heat decarbonisation 

At Changeworks, we have extensive experience in supporting our client and partners with the development and implementation of their energy efficiency and decarbonisation strategies.  

We work with local authorities, housing associations and other partners across Scotland with the data analysis, stakeholder engagement and scenario development critical to robust strategies of all sizes. 

We have supported 25 of the 32 local authorities in Scotland at various stages in the development of their Local Heat and Energy Efficiency Strategies (LHEES) and have worked with housing associations in meeting regulatory requirements such as Energy Efficiency Standard for Social Housing (EESSH2) and the anticipated Social Housing Net Zero Standard (SHNZS).  

Leveraging this experience, we support partners in data-driven engagement, prioritisation of measures and business and investment planning.  

Turning domestic retrofit strategies into reality 

Whether focusing on statutory or voluntary objectives, we have developed a bespoke approach to stock-wide domestic retrofit strategy development.   

Combining data on principal archetypes and detailed modelling of a sample of properties, we provide you with scenarios based on different levels of retrofit, estimates of capital costs and expected impacts on other outcomes such as fuel poverty.  

These scenarios are checked for consistency with other strategies such as LHEES, regulatory requirements and include a proposed staging of works to align with investment, funding and maintenance programmes.
