What do we do?

As a collective of subject experts across research, impact and evaluation, we use our fuel poverty, retrofit and decarbonisation expertise to develop innovative solutions and achieve positive outcomes for a decarbonised Scotland.

Our Consultancy team provides independent expertise and support, including bespoke, cost-effective services such as technical and social impact evaluation design and delivery and research.

We work collaboratively with housing associations, local authorities, the Scottish Government and third-sector organisations to ensure a just transition to net zero and accelerating decarbonising Scotland’s homes.

Ian Cochran

Head of Consultancy

Ian has worked in climate and environmental policy for over 15 years in think tank, independent consulting and academic settings. His expertise focuses on climate change policy, retrofit investment and finance, the integration of climate change into decision making and institutional governance.

Ian is an expert in climate change economics, with a PhD from Université Paris-Dauphine and École des Mines, alongside a Master of Public Affairs from Sciences Po and a Bachelor of Public Policy with Honors from Syracuse University.

Key skills: Project management, project and strategy development, qualitative and quantitative research methodology design, climate-related finance and investment, knowledge exchange and results engagement.

Stephen Strachan

Principal Consultant – Net Zero Pathways

Stephen is an accomplished team leader, project manager, and technical consultant with close to twenty years of specialised experience in decarbonisation strategy, building services for both domestic and commercial sectors, low-carbon heating solutions (including heat networks), renewable energy, and smart technology.

He holds a BSc (Hons) in Environmental Science and is a certified CIBSE Heat Networks Consultant.

With a background in designing and commissioning low-carbon technologies such as heat pumps, biomass systems, ventilation, and heat recovery, Stephen combines hands-on expertise with strategic insight to drive impactful solutions.

Marjan van de Weg

Principal Consultant

Marjan van de Weg joined Changeworks in 2016. She combines her expertise in data analysis, statistics and data visualisation in her role as Principal Consultant. Marjan manages the data analysis team, who over the past years have helped over 25 social housing providers understand their housing stock and plan for energy efficiency and low carbon measures.

She has led the data analysis for Local Heat and Energy Efficiency projects (LHEES) for over a dozen local authorities since 2020, as well as quantitative research projects on fuel debt and energy efficiency.

Marjan completed a PhD in Geography (2010) and an MSc in Global Environmental Change (2006) at the University of Edinburgh, and earned an MSc in Ecology (2005) and a BSc in Biology (2003) from VU University Amsterdam.

Fabrice Leveque

Senior Consultant

Fabrice is a seasoned energy and climate policy expert with over ten years’ experience in research, analysis, and project management. His expertise spans decarbonisation strategies, building retrofit, and power generation across grid to micro scales.

He has worked in think tanks, NGOs, and industry associations, focusing on Scottish, UK, and international energy policy. Fabrice has a strong record of impactful research and has advised private and third-sector clients on policy development, communication, and advocacy.

Fabrice holds an MSc in Science & Technology Policy for sustainability and a BSc in International Relations with French from the University of Sussex.

Joanna Long

Impact Evaluation Consultant

Joanna has over 15 years’ research and project management experience in the third sector and academia. As Senior Impact Evaluation Consultant, she oversees the development and delivery of robust monitoring and evaluation for a range of internal and external projects, evidencing impact and providing actionable insights to inform delivery of current and future projects and programmes by Changeworks and external clients.

Joanna leads a team of dedicated Impact Evaluation specialists committed to helping clients accelerate their transition to net zero and raising the standard of evaluation on domestic retrofit projects.

Joanna has a PhD from Queen Mary, University of London and was formerly a lecturer in Human Geography.

Gary Pearson

Data Consultant and Surveyor

Gary joined Changeworks in 1998 and is currently a Data Consultant and Surveyor in the Consultancy team. He specialises in analysing energy-related data, energy modelling, and report writing, focusing on energy efficiency improvements for social landlords to maximise carbon and cost savings.

Gary has extensive qualifications in energy, including a City and Guilds certification in Renewable Energy in the Home (2019), an SQA Diploma in Green Deal Domestic Advice (2012-13), and certifications as a Domestic Energy Assessor (2008) and NHER Site Assessor (2001).

Jade Taylor

Research and Policy Consultant

Jade is a skilled project manager with three years of third-sector consultancy experience. She joined Changeworks in 2024, where she has since led and supported a variety of impactful projects. These include overseeing the delivery, report writing, and review of Stage 8 Local Heat and Energy Efficiency Strategies (LHEES) for multiple local authorities, managing research on key Scottish regulatory changes such as the Heat in Buildings Bill, and evaluating Changeworks’ impact through quantitative data analysis.

Jade holds a first-class MA Hons in International Relations from the University of Edinburgh and Project Management Certification from The Chartered Management Institute (CMI).

Victoria Song

Data and GIS Consultant
Victoria joined Changeworks in July 2023 as a GIS and Data Consultant, supporting data-driven projects using spatial analysis and visualisation methods. She manages data analysis, Power BI reporting, and mapping for Local Heat and Energy Efficiency Strategies (LHEES) and area-based energy efficiency schemes like HEEPS. Victoria has experience in environmental, real estate, and humanitarian sectors, specialising in spatial analysis, machine learning, and data visualisation.
She holds an MSc in Geographical Information Science (2022) and a BSc in Geography (2021) from the University of Edinburgh.

Sophie Burgess

Retrofit Consultant

Sophie is a Retrofit Consultant specialising in property archetype analysis and energy modelling to support social landlords in achieving their net zero goals. She advises clients using a whole house retrofit approach to improve the comfort and health of tenants and measure the impact to energy costs.

Previously, as an architect, she worked on diverse projects across Scotland, including domestic, cultural, and science & technology buildings. Sophie led multi-million-pound projects, collaborating with clients, consultants, and contractors.

Sophie is an architect, a Certified Passive House Designer, and a member of RIAS and RIBA.

Emily Smith

Consultant

Emily is a registered architect with expertise in energy-efficient building design and retrofit strategies for social housing, focused on achieving net zero goals. Emily has experience in environmental design, renewable technologies and on site delivery of projects in remote and challenging locations.

With a background in sustainable architecture and energy modelling, Emily has helped deliver a range of projects including the retrofit and repurposing of historic buildings such as churches and hospitals.

Emily has contributed to the development of energy-efficient prefabricated timber frame homes, using local materials, skills and circular design principles. Emily holds an MArch in Sustainable Architecture, a PGCert in Professional Practice and a BA (Hons) in Architecture.

Emma Johnston

Impact Evaluation Administrator

Emma is responsible for managing the data collection for monitoring and evaluation projects as well as project administration. With a background in environmental conservation and energy efficiency advice, Emma’s areas of expertise include customer service, energy efficiency and database management.

Emma Lindsay

Impact Evaluation Consultant

Emma specialises in developing evidence frameworks for project evaluation, focusing on behaviour change and infrastructure projects. She excels in data collection, analysis, presenting both quantitative and qualitative findings and producing impact reports that track outcomes and contribute to climate targets.

Emma has been instrumental in shaping the Impact Evaluation team’s methodologies, earning a commendation in the 2023 VIBES Scottish Environment Business Awards. She is skilled in Theory of Change models, applied in projects like children’s active travel initiatives and energy efficiency retrofits.

Emma holds an MSc in Sustainability (Climate Change) from the University of Leeds and a BSc in Geography from the University of Glasgow.

Katy Syme

Impact Evaluation Consultant

Katy leads monitoring and evaluation projects to assess impact and inform future programmes for Changeworks and external clients. With expertise in energy efficiency, climate resilience, sustainability in the built environment, she has worked in both the public and private sectors. Katy manages projects, overseeing budgets, timelines, and partnerships, and is skilled in data collection and analysis.

Katy holds an MSc in Environmental Sustainability from Edinburgh Napier University, a BEng (Hons) in Structural Engineering with Architectural Design from Heriot-Watt University, and additional qualifications in leadership, research management, energy in buildings, and data protection.

Key skills: Design and delivery of robust monitoring and evaluation methodologies, quantitative and qualitative data gathering and analysis, project management, reporting and dissemination. Specialist knowledge: energy efficiency, retrofit, consumer protection, data protection for research participants.

Peter McGuinnity

Senior Data Analyst
Peter joined Changeworks in 2021. He uses a variety of statistical and analytical techniques to efficiently integrate and process data from multiple sources to support Energy Efficiency Standard for Social Housing 2 (EESSH 2) modelling, Local Heat and Energy Efficiency Schemes (stages 3, 4 and 5), research projects, and impact evaluation. Most recently Peter used a combination of R, ARC GIS, and Power BI to create a Scotland wide property level database for Scottish Government to investigate flexibility requirements for upcoming legislation.
Peter hold as BSc (Hons) in Statistical Modelling from Heriot-Watt University.
