Evaluating the impact of our Area Based Schemes work
Our recent research on Area Based Schemes projects in Fife, Aberdeen, Moray, Midlothian and the Borders showed that householders experienced lower average household bills, an improvement in EPC scores and warmer, drier homes.
We deliver a number Area Based Schemes projects across Scotland, helping householders to tackle fuel poverty and reduce their carbon emissions. Over the last decade we have supported thousands of householders to install energy efficiency measures in their homes.

Impact Evaluation
Our impact evaluation team delivers an independent service for retrofit projects. By utilising comprehensive data collection and designing innovative solutions, the team can help you achieve your net zero goals.
Only through evaluating the impact of retrofit projects can we gain valuable insights to inform future project design.
Households who recently had Area Based Scheme work completed on their home reported:
“It’s no longer cold in the vennel bedroom, as you fixed the draft. It costs less to keep the house at a comfortable temperature.”
Without impact evaluation, you could hit the target but miss the point
Target setting is a key route to reducing carbon emissions and fighting climate change. However, if we don’t commit to evaluating our actions and learning along the way, we can’t measure the success of our steps towards net zero.
Waiting for Social Housing Net Zero Standard
The new Social Housing Net Zero Standard (SHNZS) has been on the horizon since the public consultation launched in November 2023 and will replace the Energy Efficiency Standard for Social Housing 2 (EESSH2).
To plan for this, it’s essential to have a good understanding of how current housing stock meets the anticipated SHNZS metrics. We have helped many social housing providers to prepare for EESSH2 by compiling their housing stock data into one dataset, adapting our housing stock analysis service for the expected SHNZS metrics.
Importance of Quality Assurance and risk management
To deliver a successful retrofit project – meaning all agreed outcomes have been achieved – the standard of workmanship and installation must be high.
We recognise that Quality Assurance and risk management is vital to ensure compliance with procurement, specification and delivery in all domestic retrofit projects. Quality Assurance is most valuable when it is embedded at every stage of the project.
Our expert team are accredited PAS 20235 Retrofit Assessors. They provide an independent service and ensure work is of the highest quality and in line with relevant industry standards.
“Large retrofit programmes can be all consuming, and using the Changeworks Quality Assurance service helps ensure that our resources are not overstretched and frees up staff time.” Ian Byers, Housing Manager at Glen Housing Association
