Please note: for properties which are Council Tax band D, you are unlikely to be eligible for grant funding without providing the information requested on the eligibility page.

If you are applying for a property that is in Council Tax banding E – H, unfortunately it is highly unlikely you will be eligible for the funding.

Landlord Information

For EES: ABS grant funded projects, the following conditions of eligibility apply.

• You own three or fewer properties in Scotland, including your main residence.
• Properties which are not occupied must be included in the above numbers.
• Properties must be owned by a natural person i.e., not as part of a limited company.
• When criteria is met, one full ABS grant and further partial grants may be available to private landlords with no more than two properties to rent that are in Council Tax bands A – C.

The City of Edinburgh Council (“Council”) hereby notifies you that the wall insulation of the property meets the current minimum requirements under building regulations for a block/house of this height. Owner-occupiers and landlords are advised to check the position with their insurers in order to confirm that they have adequate cover, and do not invalidate their policy. If the work includes the installation of rooftop Solar PV panels, or works to roofs, you will also need to inform your insurer. The Council accepts no liability should (i) any owner-occupier or landlord fail to carry out such checks or obtain such confirmation, or (ii) should any insurer impose increased premiums in this regard. If your insurer requests specific information on the works on your property, please contact the Contractor. You are within your rights to seek independent legal advice at any stage of the project.

Any personal data you provide will be treated carefully and securely. Your personal data will be held by the Energy Saving Trust (Home Energy Scotland) and Changeworks and shared with the following parties who are also involved in the delivery of Energy Efficiency Scotland: Area Based Schemes: the contractor, the Scottish Government and your local authority.

Your personal data will be used as follows:

• Household Information
  • Changeworks, the selected contractor and the Local Authority to identify eligibility and claim funding.
• Personal data (name, contact information, address, email address):
  • Energy Saving Trust (Home Energy Scotland) for the purpose of providing information on the funding available and providing follow-up advice after the measure has been installed.
  • Changeworks for project managing the installation scheme, applying for funding, coordinating quality assurance, complaint handling, monitoring and evaluation of your energy usage and reporting purposes.
  • The appointed contractor (and any subcontractors) will use your data for carrying out property surveys, installing energy efficiency measures and any additional assessment of funding.
  • Your local authority for reporting back to the Department for Energy Security and Net Zero and Ofgem to support claims for utility funding via the Energy Company Obligation – Local Authority Flexible Eligibility scheme (where applicable).
  • The Scottish Government for reporting and monitoring purposes.
